Regarding skinning, i've never done one for mediawiki but it looks pretty straightforward. (http://www.mediawiki.org/wiki/Manual:Skinning/Tutorial) I just wish i had seen this earlier... even if Alexiel gives us a go on a custom skin, an out-of-wiki collab will probably not get done before the wiki release.
