Nekorace is a custom reward NPC that accepts Special Item Ticket in exchange for Limited Edition and Account Bound items from past events, as well as costumes. Players can choose which item category to browse, and select an item depending on the amount of Special Item Tickets they have.

As you may have guessed, Special Item Tickets are rare. Getting your hands on a few may require some luck...
